I had a hard brexit, but I've still noticed over the years that there is a major imbalance in quality. The top teams can keep up, but any of the 2nd tier teams (Sevilla, Inter, Valencia, etc...) are just horrible at squad building, when compared to a human player. In the case of Bayern above, they were loaded with 36 year olds such as Lewandovski, Muller, etc... and they all had like 6 for pace. I think they are the anomaly in my save, as they appear to have been asleep at the wheel for the past 10 years. No idea how they made it to the Euro Cup final.

Yeah generally the less leagues and players loaded, the harder it is for teams not in 'active leagues' to recruit players. Simply put they can only have limited scope to sign players and improve. You may find with a small db and less leagues loaded you find some teams have 'grey' players within their squad to make up the numbers for competitive fixtures.

When you say active league, do you mean load leagues with view-only, or have to be playable?

Regardless there's no concept of view-only in FMT. It is either playable or not at all selected. 

If you set the save up with 'Remove Nation and League Restrictions' you can add and remove leagues later on for FM Touch.
