Copy the files in the db folder to.. Steam\SteamApps\common\Football Manager 2017\data\db\1730\ Move and Replace all.... As I know, start in 2017 is availible only if you load a country with a spring/autumn season, which is availible to play without updates (for example China, Singapore, etc.). When you select nation, which is unavailible to play without update (Thailand, Kyrgyzstan, Lithuania, etc.), start is availible only in 2016.
