Question about training focus

When you set an individual training focus for a player, does it that particular attribute rise faster with all other attributes rising the same as they would otherwise, so overall CA will also grow slightly faster?  Or does it make that attribute rise faster at the expense of the other attributes that player is training, so overall CA rises at the same rate as it would without it?

I've always wondered this but just never got around to asking.
