Hard Brexit - Scouting / Work Permits

First off, apologies if this is the wrong place for this post. None of the main groups seem to suit it, so hopefully y'all will forgive me for posting here...

I've been playing 4 seasons as Dortmund, made the move to Tottenham and immediately hit a hard Brexit - work permits, Bosman ruling cancelled for British clubs etc. This is fine - don't get me wrong, I'd prefer if it hadn't happened but I can live with it - except my scout reports, even when knowledge levels go to 100%, do not mention whether someone is likely to secure a work permit or not (surely a key part of any cubs scouting of a player, in game or IRL, is to establish how easily they could be signed).

Am I missing something?
