Question about the international competitions:

How do you manage the UEFA coefficient for the countries, both club and NT ? Since the league has to be based in a country and nationality, wouldnt only teams from that excact country be allowed to participate in the EL and CL ? Is there a way to fix the problems with countries coefficient and qualification spots ?
