Need help with league structure - cannot select teams from one of the subdivisions

Hello i managed to make the lower leagues of Argentina playable but i have one problem, and that is when i start a new game i cannot select teams from one of the subdivisions of the division, even tho it says playable on the editor and the file its verified

its because you set this as group stage. just add league stage with 36 teams as stage 0. Number of rounds 0, top team are champion - untick; create fixtures - untick; store league history- untick; hidden stage - yes;

set your group stage as stage 1.

Now i get this error : relegation & promotion teams are not matched
