CA/PA question

Let's say we have a player with a CA of 185 and a PA of 185. Let's say he is 23. 

Does this mean that his attributes will not grow anymore, because he reached his potential?

I believe they can still grow. I assume they lose something and gain something else.

Then it's a bit confusing to me. If they've reached their potential, how can they still grow? 

Or am I misunderstanding something about CA/PA?

Basically they have reached their overall limit.

 

For a relevant attribute to increase further then CA has to be freed up by another relevant attribute(s) decreasing (Some attributes don't cost CA depending on position).

in other words if your striker has reached PA, he might see an increase in finishing, but he might lose some pace to make up.

They cannot gain anymore CA but they can still improve through training which can see CA points being reallocated (at a cost) to more important attributes for the role or position they are playing in.
