[KHL]Young players prefer signing in minor leagues

Managing Admiral Vladivostok, I decided to get a younger roster and try signing some young players. I offered a contract to a bunch of players from 18 to 20 years of age, and I could sign only one. I could show you only one screenshot unfortunately:

Now, they offered him slightly more money, but I offered him a two-year contract, guy is 20 just graduated from the MHL, there is NO WAY that he turns off a KHL offer to sign in the VHL instead. It can happen once or twice, of course, but not every time.
