[FM16] Creating American pyramid - continental qualification bug

I'm trying to make an American pyramid, but when I test it, the editor tells me not enough teams are qualified for Stage 0 of the CONCACAF Champions League.

Are you creating the entire American system from scratch? If so, you don't need to. I create the American pyramid every year by using the Nation Rules with the existing leagues.

Should be, unless it depends on MLS to run or something.

Make sure the main division is set to "Top Division"

Already is. Basic rules testing would have caught that anyway.

Are you adding teams to the tournament? As far as MLS, Canada, and Mexico you can add qualification, but I'm not sure how it goes with the teams from other countries. Are you just adding specific teams into the tournament?

Canadian Championship doesn't depend on MLS, it runs entirely independent.

Also, are you specifying under the Requirements tab on the Champions League what leagues have to finish before this cup can be setup?

It doesn't depend on MLS. It determines which Canadian team gets a spot in the champions league so this might be the issue.
