I've just run through the first transfer window with 'Disable First Window' budgets selected, in my test there have not been any transfers in both active and inactive leagues. Only free transfers and non fee paying loans. If you have examples of transfers being made or offered with the 'Disable Budgets' option ticked, then please start a thread in Transfers, Contracts and Scouting bugs forum.
