[15.6.1b] CHL Missing Rules

Some of the rules listed are very specific to the league and cannot currently be covered by the existing league rules system we have in place. This goes especially for the registration certificates or "cards", as there isn't a concept for them really in the game. But over time, I'll try and add more support in bit by bit.

What about interpreting combining the roster size / protection list limit to be 50 instead of having them separate and limiting the number of players a team can sign a year to act as cards? Just throwing ideas around.

Just some ideas to help bridge the current rules in the game and the rules IRL... I hope something can be done to help the experience playing in the CHL.

Protected List

- All teams have ability to add ANY player in the corresponding leagues protected area to their 50 player protected list until the year of their 20th birthday if the player rights are not owned by any other team.

This shouldn't be that hard? Might have to tweak some AI roster control around...

- Each team can place a maximum of 50 players between the ages of 16 and 20 on their Protected List. A player may not be added to the list until they've been eligible for the Draft. This list includes the team's roster. Teams can have a maximum of 25 players on their roster, which would leave 25 spots on the list for future prospects. At the draft teams do not have to make room for players about to be drafted, they are allowed to go over until after the memorial cup, and then the roster / protected list is trimmed of all over-agers and upcoming over-agers they will not want to re-sign. Teams can make changes to their list throughout the year after that.

- (QMJHL) Protected list is frozen from Feb. 10th until 24 hours before the draft, which is after the memorial cup (this year it was June 6). The Feb. 10th deadline might be accurate for all leagues because that is the deadline for anyone under Hockey Canada (Major Junior / Junior, Midget, etc.) to sign players.

I believe you guys already added the ability to go over your protection list? I could be wrong... If not maybe add the protection list to be unlimited between certain dates.

Drafts

- (OHL) 15 and 16 year olds are eligible for the draft, but usually only 15 year old players are drafted. If a player isn't drafted after his second year midget season he is a free agent and get listed / signed by other teams in the league.

- (WHL) 14 and 15 year olds are eligible for the draft, but usually only 14 year old players are drafted. If a player isn't drafted after his first year midget season he is a free agent and get listed / signed by other teams in the league.

This should be easy. Change draft eligibility and free-agent eligibility, but it should be rare a player is drafted in his second year of eligibility (a handful per year).

- (QMJHL) First and second year midget players are eligible for the draft, but most players drafted are first year midget players. Any players not selected after their second year midget become free agents and are eligible to be signed / protected by other teams (This might be inaccurate because a few 1997 born players were drafted this year including one in the first round, maybe someone can add to this?). Teams are mandated to draft a min 2 americans per draft. (14 rounds).

Probably ignore this one for now and model the draft the same as OHL/WHL. Overall there is a lot of weird rules in the QMJHL draft as mentioned above, so more research is probably needed.

- Goalies can no longer be drafted in the import draft. Foreign players need to gain permanent residence in the US/CAN to become eligible for any CHL league draft, in which case they will not be listed as an import. See Leonid Lazarev... http://www.eliteprospects.com/player.php?player=272019

I believe this has already been taken care of.

- (OHL) Teams will receive compensatory picks if a player doesn't report and they elect to trade him or put him back into the following draft. A window has also been opened for teams to trade the player prior to Sept. 1. So now you can only trade the player selected in the first round that year prior to Sept.1 or between Jan. 1-10.

The rule is complicated. First, if a team trades its first-round pick (the player), it can only receive draft picks from the other team in return. If he was among the top four players chosen in the draft, the team can trade him prior to Sept. 1 and as compensation receive the fifth-overall pick the following year, plus a bonus pick at the end of the second round. If that team waits until January to trade the player, they will not get the second-round pick. If the player was selected later in the first round, between fifth and 20th overall, the team can trade him before Sept. 1 and receive a compensatory pick one spot later than where they selected him.

For example, if the team had the fifth-overall pick, they will get the sixth-overall choice the next year in addition to their regular first-round selection. If they wait until January to trade the player their compensation pick drops to the second round. If a team elects not to trade the player, they can still receive compensation, but the player is reentered into the following the draft. If a team elects to hold onto the player, there is no compensation.

Might be difficult to implement this one right away...

Free-Agents

- If a player is signed (carded) by a team during the current season he must clear waivers to be released. If the player clears waivers and is released than he can be signed by any team in any league, regardless of protected area.

If a team wants to release a player, they must clear waivers. Pretty easy?

- Any free-agent in a foreign territory (OHL vs QMJHL) who is 17 years old (last year eligible for midget) must clear waivers before signing / being protected in another league. At this point any team can claim him which adds him to their protected list. If there protected list is full than they will have to clear room for the player.

- Players under 17 cannot be signed / protected by other leagues.

Might be a little more difficult to implement...

- All 18 & 19 year old free-agents (not on any teams protected list) can be signed and / or protected by any team in any league.

- It is illegal for teams to scout other leagues protected areas. This means players moving between protected regions is very rare, extremely rare for WHL to OHL / OHL to WHL, rare for QMJHL to OHL, but only a little rare for OHL-QMJHL moves.

Change free-agent eligibilty and disable scouting outside protected areas. Pretty easy?

Roster Rules

- Teams having more than 3 overage players to start the season may continue to rotate them in and out of the lineup until October 16th at which time they must select determine the three that they will keep. The odd man out must be released or traded by the deadline.

Change all CHL league roster rules to allow unlimited overagers until the league trade deadline, but only allow 3 dressed?

- Maximum of four 16 year old players per team. In the OHL 2 of the allowed players are the first two players picked the draft, and then two “wildcard” players from any other round.

This rule already exists, might be hard to make the change specific to the OHL though... Not a big deal IMO

- (QMJHL) Each club may simultaneously use 45 major junior registration certificates (cards) for eligible players to sign. At noon on January 10th, there should remain a maximum of 25 players including at least two goaltenders on the list of the team out of all of those who have signed such a certificate (card).

- (OHL/WHL) Each team is given 30 cards. A maximum of 25 players on their active roster is maintained all season. I cannot find any information on card limits for the WHL, so I would assume it is the same as the OHL.

A few ideas here...

1. Have every player you own the rights to on your 'protected list', with a max of 50. You can then just 'assign' players to your main roster (a maximum of 25). If you want to remove a player from your main roster you must place him on waivers, loan him to the teams 'affiliate' if they have one, or 'loan' the player back to whoever owns their CJHL rights (or just pick a team similar to how the ECHL works in the game with no affiliate teams).

2. Just limit the roster size to 25 and protection list to 25. Use the same 'loan' or waiver system mentioned above if a player is to be removed off the roster.

I think I prefer option 2...

- (OHL) Contracted players in high school (18 and younger) cannot be traded without the players consent. (No trade cause)

Might be tough, depending on how you do the roster size limit/protected list. If you use option 2 above, just limit all contracts to 1 year deals and teams retain all players rights after their contracts expire. Players under 18 must have no trade clauses.

*Note- Young players are more keen to request trades in the CHL, trading younger players isn't very common anyways. Players should rarely deny a trade if they are higher on the depth chart of the other team.

Affiliates

- A team can name a maximum of 19 of the players (aged 16 to 19 (no overagers)) on their Protected List and not on the team roster as Specially Affiliated Players. These players can play a maximum of 10 games until their regular team is eliminated from play.

- (WHL) 15 year olds can affiliate for a maximum of 5 games until their regular team is eliminated from play.

- Deadline to add Affiliates is December 15th.

- Once a player is added he cannot be removed.

- Affiliates reset at the end of the season.

- No more than 6 affiliates playing at one time.

- 15/16 year old affiliates do not count against the team limit when recalled.

A few ideas here..

1. Ability to offer players on your protect list a 'try-out' for 10 days, but only once a year. (This could help imitate the 'affiliate player'). Make a 'tryout player' limit in the league roster rules.

2. Every player on your protected list that isn't on your main roster is assigned a certain amount of 'games allowed on tryout'. This could appear somewhere on the players profile. Make an 'affiliate/tryout player' limit in the league roster rules.

I prefer option 2...

Misc.

- In order to be considered a rookie for a season, the player cannot have played more than twenty (20) junior major games (CHL) in the previous years. A goaltender must not have played more than ten (10) junior major games (CHL) to be considered as a rookie. Nineteen (19) and twenty (20) year old players cannot, under any circumstance, be considered as rookies.

Just change qualifications for what a rookie is... might already be implemented?

It should not be to the trade deadline. It should be to the Overager deadline (Oct. 15th)

Yea, should be until Oct. 15th, but if the trade deadline date is already in the game it would be better then nothing if that is easier
