Getting Scotland to produce World Class Regens

My aim is to create an editor file which allows Scotland to produce World Class regens.

What I understand will affect that and what I have already tried to remedy is

1.Increasing the Youth Rating

2.Having the best Youth Facilities and Junior Coaching/Recruitment

3.Having the money to afford and maintain the aforementioned facilities

This so far has not been successful in getting a much higher level of regen produced in Scotland

What I am wondering about is if the following affect the quality of regen also

1. Reputation of Club/League

2. Population of Country/Town

3. National Team Ranking

If anybody could address these points and offer other suggestions I would be very grateful.

Youth Rating is the most important factor. Brazil has the highest(185 I think). Population of the towns/no of club in the area also plays a role in the no of Quality player per club in each town. These are the two things which matters the most as the rest will automatically improve as other European Clubs buy the players.

Junior Coaching and Youth Recruitment will give them a boost. I don't like messing with the Facilities much as I like it to look realistic.
