Depends on the national team, and depends on which form (club or national team) you are referring to. If you mean club form, then half of Brazil's starters shouldn't even be in the World Cup. They're completely different players who play different positions. If you're going to complain about Donovan being left off the roster, it should be because Julian Green (an 18-year-old with one cap and a grand total of ten minutes played in the first team at club level) was picked ahead of him. I'm not sure, though, if the quality of those going ahead of Donovan compensates the physical condition as the reason. Though him being very obviously overweight didn't help matters. Say what you will about a Wondolowski or a Brad Davis, they're surely going to play harder than they ever have before for their first (and last) world cup.
