Why are the chance to criticize referee tied only to media?

Like the title said, why is this? I remember some years ago you can criticize ref's mistake even outside of press conference, now unless I'm missing something the only way you can do that is through press conference and to top that off MOST of the time that you know for sure (through replays) that the ref made wrong call, the chance to criticize ref mysteriously not asked in P.C., In fact when you the question got asked it's usually when the ref got it right and criticizing correct decision will only get me reprimanded. On related topic (again unless I miss this feature) when P.C. does asked about ref decision that change the game we should have a link to the part of the game that the question relate to. The ref made many calls during a game, most of which is correct, some I feel to be a mistake but I can't know which one the question pertain to... Having the link of the ref decision in question after P.C. and after I get reprimanded for criticizing a good decision is pointless...
