[Transfer Window Selected "Next Available" in April 2021 but can't complete until January 2022]

There is an open negotiation for Milan Skriniar, in April 2021. At the bottom of the screen is a red band that says he cannot register for the PL until 7/2021, which tracks. But on the left, it says transfer will go through 1/1/2022 even though "Next Available" is selected for the transfer date. Is there a reason he cannot move in the summer?

[Game freezes mid-match]

Playing the intrasquad scrimmage, and the match freezes in the 47th minute (before half). All other functionality appears to be present, but the game is paused, and using space bar or clicking the play button will not resume the match. I left the match to view player pages and other screens and all behaves normally there, but once I left the match, I also cannot return to it.  I am unsure what other information might be helpful here.

 

UPDATE: I was able to use the back arrow to return to the match, but it still will not resume

UPDATE 2: Apparently, I triggered one of walk throughs in game to explain a new feature, but did not realize it, and navigated away from it. After clicking through many things and then returning to it (editing tactics), I completed it and resumed the match, but there was no messaging or anything that would have alerted me to the incomplete tutorial.
