i'm playing fm years with leaving my staff responsible for contract negotiations (i initiate and im finalizing these offers) when coming to signing new players and never happened before that i get this report for 90% of initiated transfer for players, all of them are interested in signing for my club (checked filter on scouting screen: interested in -> transfer -> interested). I can hardly sign 1-2 players during 30 days period even there is no bid for them from other club. I'm managing Oldham which has a 2001:1 odds in season preview (maybe this clear underdog position is one of the reasons - although the players who reject to sign for my club in most of the cases wasn't transferred to other clubs). the reason is always the same - the club accepts the bid but later the players reject the contract (offered by my staff). My transfer budget is +56M, free wage budget cap +13.77M p/a and i'm trying to sing players who are playing on contracts less than 1.5M/year. I never got to the screen where I can intervene and make a bigger offer. They just reject the offer from my staff.
