Is FM being hold back by low specs?

I'd like to see the game make more uses of more cores/threads, implement direct X 12, most computers from the last 6 years have more than 2/4 cores. It's backwards compatible, so the lower spec users can still play, it is frustrating when you get bogged down with a decent amount of leagues, yet you still have cores that aren't being used.
