    I hope this is the right forum to ask this question. 

    I'm a returning player after many years. I clocked thousands of hours between 2008 - 2012 and am just getting back into the game.

    In my hey-day, I would always manage Napoli or Chelsea, but in my old age I'm looking for more of a challenge. 

    So, I'm managing Macarthur FC in the A-League in my current save.

    Now, I'm aware that at a club of this level with below-par facilities, young players are not going to turn into world-beaters. At the same time, I want to give players as much of a ceiling to develop as possible. Having not managed a lower tier club like this before, I don't know how much to reasonably expect youngsters to develop.

    When I would sign young players for Napoli or Chelsea, it was all about the PA (if the key attributes were there). I knew we had resources to develop the players to their full potential. I knew even if they only got half way there, there were tones of other clubs in Europe that would be keen to pick the players up. But that's not the case at a club like Macarthur FC.

    So the crux of my question: How much can I expect a player to develop at my club in a best case scenario (so, assuming optimum training, game time, and coaching staff that could be achieved at this level)? And following that, how should I prioritise signing players accordingly?

    If say, a raise of 20 - 30 points for a decent 18 year old over four or five seasons is par for the course, it seems signing young players with a CA of 90 but PA of 170 would be a waste. I might be better off signing players with something like a CA of 90 - 100 and a PA of 120 - 130. Then I'm not paying a premium for potential that will never be achieved.

    I hope that question make some level of sense? I guess I'm asking when a player's potentially ability becomes a moot point when evaluating options in lower quality leagues, because they will never reach it at those clubs. This may require a fundamental shift in thinking based on how I used to play.

    One final thing to keep in mind for my specific scenario is that you can't sell players to other teams in the A-League, which significantly cuts down on flipping opportunities.
