You can easily make one yourself.

Load the editor
Go to Rules > Add Nation Rules
Select 'England'
Click on the box for 'Add Lower Divisions And Cups To Existing Structure'
Click 'Finish'
Go to Rules > Convert to Advanced Rules
Click Yes
Look for  'England' in the left hand menu
Click on 'Agreement Change' on the left hand menu
Untick 'Enabled' in the top corner
Go to Rules > Test Rules > All
It'll take a few minutes to verify
Save file when done.
