Yes, there will be a winter update that include the transfers from January/February. Other than that, it is unlikely unless if there's a major bug that need fixing before then.

Using a 10 years old CPU here and I am able to run all leagues on full. Although I am looking to upgrade, not relating to FM but it will be a bonus to FM anyway.

Outside of the up to date transfers and potential competition fixes (if there's any that needs to be fixed), you are absolutely fine to go ahead to start a new game, any updates will always be save game compatible apart from updated transfers/competition fixes.
