My Scouting Budget keeps decreasing even though I'm a rich club in the Bundesliga.

In the last 2 years my scouting budget keeps getting lower and I keep moving the budgets around to get the most out of it. Where I could once take the world scouting range which cost £360k all year and not drop into the negatives now I can't get more than £260k for the years budget after moving things around because they started me with £43K for the year which makes it really hard for scouting with a limitation I should have.
