In terms of why this was removed, there were some underlying issues on Touch meaning this wasn't correctly in place. This also meant that it was impacting squad building on the AI side so was removed to ensure balance between AI and the player.

This rule needs to be brought back if you want to preserve the authenticity of the game. While this rule exists in the PC version, it is a big problem that this rule does not exist in the Touch version or even the mobile version.
