Unable to call up for International Youth Team, filled with over 21 aged

I am seeing the same issue with the Portugal under 21 team (all called up players over 21 and plenty of virtual players). The senior german national team has only virtual greyed out players, which should not happen as there are several available players. I have uploaded my save file through owncloud.
