my fm save is currently in february and i still cant access the recruitment staff training and dev center tab. only way for me to access the transfer hub is by clicking R3 but that wont give me the whole experience of the transfer market

my save is in the middle of october and my ai assistant still hasnt gave me a tutorial on the transfer market as everytime i try to open it it always says they will teach me about it the next day in game. i cant also open training tab
