Spanish clubs giving way too small release clauses

Barcelona and Real Madrid have given Roque and Endrick 22m and 30m release clauses respectively. I don't know if this is exclusive to Spanish teams, this is just two examples I've noticed.

I am swapping from Xbox to Steam (still PC edition) due to my game pass subscription running out. If I relinquish control of my manager in an online game will I be able to take control on Steam with the same password? Thanks.
