Yes I enabled the first transfer window.

So do I need to disable it?

I found one problem:

After installed your DB and start game with a new save, I found that at the beginning, the transfer budget of English club is much higher than the default set. However, the transfer budget of other countries' club is much lower than the default.

For example, Arsenal, Chelsea, Liverpool will have more than 80M budget, however, most of the Italian club budget is under 1M.

Is this a bug?
