  1. Having gone down a rabbit hole (and found this in the game), it seems to me like the implementation in FM is based on a misunderstanding of how this will be handled in real life. From UEFA:

    What would have been the 2022/23 season will instead be the 2021–23 competitions, still ending an eight-team final tournament. Players will begin in the competition while still in the U18 category so will be in the U19 category by the time of the final tournament (for 2021–23, players born after 1 January 2004).

    That doesn't say that an official U18 team will take part in the prelims. It's simply that because it's a 2 year cycle, players who would be eligible at the tournament itself would be a year younger at the start of qualifying than they would previously. This stops players playing in qualifiers when they won't be eligible for the tournament finals. It's still the U19 team.

    If this is too difficult to implement in game, the solution isn't to have San Marino not take part, it's to give them a U18 team in game the same way Andorra, who also don't have one in real life have been given one.

  2. Why are there U-18 prelims at all?

     

    UEFA organise U17 and U19 championships, both of which San Marino compete in. FIFA organise an U17 and U-20 championship. The qualification for the U20 competition is UEFA's U19 one, and the U17 competition is UEFA's U17 one.

     

    U18 as a category doesn't really exist for UEFA nations. Those that have them run on a similar basis to B teams, playing in ad hoc friendlies.
     

    That said, I just loaded up the game and this doesn't seem to be something that's happening in my save. Was this a beta issue that has been changed for full release, or does it change in later seasons? I note your screenshot is from 2024, so I'm not too sure.
