Low Determination on J3 League players

I don't know if this was intentional, or it's a glitch, but I started play with Matsumoto Yamaga recently. To my dismay, I found most of the team regulars had determination below 10. WAY below 10. I had four players with determination greater than 5 (1 of the 5 shown below is a new transfer). Of the club's top 40-odd players, more than 30 were 5 or less. Is this supposed to be this way? I've never seen a team with such low determination, especially one that finished fifth the previous season.
