I will list a few points here that I noticed in FM23 and in some cases even in the years before. If I think of more, I'll add them to the first post.
1. If you have already offered a contract to a player you want to buy and then want to improve it, because you can see, that he has also received offers from better clubs, you can give him more money but you cannot upgrade the role promised to him, e.g. regular starter to important player.
2. If you invite a player without a contract, who has already received one or more contract offers from other clubs, to a trial session, he will always sign directly with one of these clubs afterwards.
3. in real life, there are many players every year, who have an uncertain future up to 1-2 months before the end of their contract or beyond. e.g. firmino and skriniar whose contract expired and they signed for new clubs after the end of the contract
In FM all these players have all extended their contracts with their clubs by november at the latest and there is no chance of a good player on a free transfer

The catalyst for all these offers appears to be the fact that the player is on your shortlist and the AI appears to know this. So, identify the player you want to offer for and before submitting the offer, remove him from your scouted shortlist. Make the offer and immediately check if he has been added back to the shortlist and remove him again. After every news item about the player, check and remove him form the shortlist. This appears to hide him from the AI managers and will greatly increase ( but not guarantee) your chances of success
thanks for the tip ... why is it a problem to fix this?
there is something else that is probably already known ... if a clubless player has an offer from another team and then i offer him a trial training ... he immediately accept the offer from the other team

i started a career with venezia and now in january 21 i am looking for some good clubless players
now something happened twice that has bothered me for a long time and now i want to address it so that it no longer occurs in the fm22
mario balotelli is here for trial ... 3 clubs were interested ... now i have submitted a contract offer and suddenly he has 17 other offers and 42 clubs are interested
how unreaslistic is that? 5 and 1/2 months nobody wanted him and a few hours after my offer everybody wants him ... and this happens very often

I 'think' you can only increase by x% a year, The players you signed would suggest large wages
aaah ... i found a league rule ... "The salary budget is limited to 70% of sales."
f*** ... my current salary budget is apparently the maximum which is allowed compared to the sales zzzz ... thx

i started a career with fenerbahce because i like to sign some old stars and mix them with youth players and so the turkish league is in my opinion the best choice ... first i tried to sign özil, then hulk and after the first season diego costa ... everything fails because there is a problem and i dont know if it is a realistic one ...
i am not able to switch money between salary budget and transfer budget and i can't see for how long ... "Due to the restrictions imposed by financial fair play, the Board of Directors will not allow any budget-related inquiries."
i won the league in the first season and i play now in the champions-league, the bank balance is 48 millionen, i reached the club goal refurbish club finances but still cant put some money from my transferbudget to the salary budget
does somebody know this problem and can i fix it somehow?

good work with austria klagenfurt ... not perfect but at least 5 times better than in the beta-version
BUT ... i started a new career with the club ... early preperation (24.8.) ... and i had to find out that the first round in the öfb-cup has already been played on 18.7. and austria klagenfurt lost vs. traiskirchen
but in real the first round was played between 28. and 30.8.

Feel free to raise your opinions , also feedback for other teams are appreciatedthanks ... changes should be fine ... it doesnt have to be perfect everything ... but if there are many really unrealistic ratings i cant enjoy a career with the team
i dont think it would be serious if i judge about other clubs/players because i am almost only watching games of austria klagenfurt in ligazwa

i think if you ask mahrer, pink and markoutz who is better they all would say its von haacke ... von haacke didnt attract much attention because of aydin ... also our coach admitted it was a big mistake not to let him play earlier in the season after his signing in september 2019 ... but he didint play until the corona-virus break ... from that time he and aydin were main responsible for the good performance

yes he plays every single match because we lose aydin, zakany and now also von haacke (injured) ... now straudi came from bremen but he hasnt been able to show anything yet ... also he was a wish player of the coach because he is born in klagenfurt like pink and some fans were not happy that so many german complementary players were brought in
i think you can compare him with patrick greil ... both are 23 years old ... and greil is the better player and he would be missed very much if he gets injured ... but if hüther would play instead of cvetko ... i dont know if that would be a big missing
von haacke and greil both have 3,5 stars and 4 stars potential ... and cvetko has 3,5 stars and 4,5 stars potential ... but in real von haacke is the best of this 3 players ... 2nd best is greil ... and cvetko takes the third place ... there should be a half star difference between this players ... von haacke 4 stars, greil 3,5 stars (4 star potential) and cvetko 3 stars (3,5 potential)

sure he is now a bench player after pink came to the club ... but if you compare him with benjamin hadzic (3 stars and 4/5 stars potential (*)) and peter zubak (now GAK - also 2,5 stars) so he deserves 3 stars for sure if you compare there performances including the last season

here i have to strongly disagree
when rico sygo came from bsv rehden (regionalliga/germany) last year our goalkeeping coach couldnt believe his eyes because he couldnt believe how bad he is ... nobody! understood why they didnt extend pelkos contract ... after phillip menzel signed everyone thought he will replace Rico Sygo as substitute and maybe he have the potential to replace Zan Pelko after some time
i think everybody knows now that the management wanted to see sygo in the goal because he is under contract at the player agency "more than talents" but after some horrible mistakes and big uncertainty the coaches had to put an end to it
now menzel is and he will stay the first goalkeeper ... he also make some mistakes in his first games ... but in contrast to sygo you can see that he have potential and just need some games
sygo is an amateur goalkeeper without any goalkeeping education ... he is gone after this season (maybe in winter) and you will see him again in the the 4. or 5. league in germany
1,5 stars and 2 stars potential would be the right rating

i am no sure about him ... he dont play often ... also jaritz sometimes gets substituted instead of him ... but he must have 0,5 stars less than pecirep as striker number 4 or 5 ... would downgrade him to 2,5 stars and 4 stars potential

Wolfgang Schellenberg is not a Coach ... he is the Head of Youth Development -> not Matthias Imhof
and also Matthias Imhofs Ratings are to good ... from the first day he is "wanted by -> Red Bull Salzburg, LASK Linz" ... thats absolutely unrealistic ... he's been doing a very bad job so far and i am sure this guy will never ever find a job in this position
2. players
mersei dieu nsandi ... 2,5 star and 4-5 stars potential ... also total unrealistic ... should be something like 1 star and 2-2,5 potential ... i think there is no chance he will ever play a game in the first squad
the goalkeepers Nico Grubor and Kristijan Kondic give the impression that there ratings have been swapped ... Grubor is definitely the more talented one
julian von haacke is the best player of austria klagenfurt ... he should have at least a 4 star rating ... more likely 4,5 star but without potential
christopher cvetko is overrated ... he is an average player and there is not sooo much potential ... should have 3 stars and 3,5 (max. 4 stars) potenzial
mcmoordy king hüther is no defensive midfielder ... plays in central midfield and is better in the offensiv than in the defensiv
kwabe schulz is no winger ... he is an left defender and can also play as an central defender
rico sygo is a really bad goalkeeper ... he played the first 3 or 4 games in this season and made a terrible impression ... should have 2 stars and 2,5 potential
markus rusek is a very good defensiv midfielder ... a real fighter ... 3 stars are not enough ... 3,5 should be fair ... maybe even 4 stars
philipp hütter is a very solid allrounder ... he can play right defender/right winger/defensiv midfield/central midfield ... 2,5 stars are to low ... 3 stars would be fair
darijo pecirep should also have 3 stars instead of 2,5
maximiliano moreira should have 3,5 stars and 4 stars potential ... maybe the best left defender in this league (at least top 3) ...
also i tried to find okan aydin ... but he dont exist ... aydin was our best player and playmaker last season but his contract was terminated because he should move to china ... a lot went wrong and now he is without a club ... he has to get back into the game and should have 4,5 stars on austria klagenfurt level -> https://www.transfermarkt.at/okan-aydin/profil/spieler/107184
clubless Zan Pelko (keeper of the season 2019/2020) should have 3,5 stars on austria klagenfurt level instead of 3
other things i found:
Floridsdorfer AC Vienna should be called just Floridsdorfer AC
FC BW Linz should be called FC Blau-Weiß Linz
LASK should be called LASK Linz
FC RB Salzburg should be called Red Bull Salzburg
there is no title holder from the last season 2019/20 ... it should be SV Ried ... also in the history of SV Ried the last season is missing

gestern hab ich leider eine böse überraschung erlebt nachdem ich die zweite saison auf platz 2 abgeschlossen habe ... mitte juni herum kam dann die meldung das ich aufgrund des financial fairplay von der champions-league ausgeschlossen wurde ... hatte knapp 100 mio minus am konto (knapp 40 mio schuldentiltung im jahr) ... der spielspaß geht hier aber wirklich flöten denn das problem ist nicht das ich ausgeschlossen worden bin ... sondern das ich ausgeschlossen worden bin ohne jegliche vorwarung das irgendwas nicht stimmen würde ... paar tage davor noch in den finanzen drin gewesen und im bereich ffp war alles in ordnung ... keine ahnung was sich dann geändert hat ... hab keinen transfer gemacht und nichts ...

hi ... mir ist gerade etwas aufgefallen nach meinem aus im europa-league viertelfinale ... nach einer 5:2 auswärtsniederlage (note 3-) gewann ich zuhause 1:0 ... und da seh ich mit erstaunen dass ich dafür die note 5 bekam ... einer der negativpunkte (Besorgt nach so einer wackligen Defensivleistung)
heißt also die note vom rückspiel ist nicht die note für das rückspiel ... sondern die note für hin und rückspiel ... finde ich so nicht in ordnung und sollte behoben werden

I understand your point. The problem isn't that they refuse my trial, but that they always sign with another club as soon as I ask. Never 1 or 2 days later or 1 week later. Always immediately.
When you play FM with a friend and he wants to sign a free agent and he is waiting for the players decision, he only needs to ask you to offer the player a trial session and he makes his decision in a second.
