This is where I am stuck and getting frustrated. Every google search or Discord post I have made I have had no real answer. Some posts relate to a bug but no I am unsure..

It looks like we are not alone. Looking at other threads & forums, no one else can work it out either.

I think it might have been done on purpose so we have to buy the in game editor at £3.99

Yep, same. Ive had these instructions in google keep for years and its never failed me.. until now..

I know! A new article! Who’d have thought it?!

For some, dabbling with the editor is usually restricted to changing a couple of minor little details about a club or player, or maybe even adding themselves as a player or changing an established club into something more unique. For others, it is a scary monster that is best left undisturbed.

I was in the former camp, having played around with creating clubs and fixing errors in the original database. But with the release of Football Manager 2015, I decided I’d had enough of spending 20+ hours of reloading to get Enfield Town ‘promoted’ into the playable Conference South league. It was time to do something a little more advanced: add in Tier 7 as a playable league and Tier 8 as an inactive league for purposes of relegation/promotion.

And it was a lot easier than I thought it’d be!

First things first, if you haven’t already got it, you’re going to need the editor. Go to Steam > Library and select ‘Tools’ from the dropdown menu (when you mouse hover over Library). Find the FM15 editor, and click to download.

Tier 7 – Regional Premier Leagues

This division is easy to add as it is already an inactive division in the game for promotion to/relegation from the Conference North/South leagues. The three subdivisions are already added for you, all that is required is to set the division to active, and to set the promotion, playoff and relegation numbers, as well as change the subs rule from an incorrect setting. I’ll go through it all now, step by step.

    1. Once you have opened the editor, the first thing you want to do is click ‘Rules’ > ‘Add Nation Rules’. Choose ‘England’ from ‘Current Nations’ menu.

    2. Select ‘Add Lower Divisions And Cups To Existing Structure’ then click ‘Finish’.

    3. In the sidebar, select ‘Divisions’, then ‘English Regional Premier Divisions’. Double-click it.

    4. Change the ‘Type’ from ‘Inactive Division’ to ‘League’.

    5. Change the ‘Number Of Promotion Places’ to 3

    6. Change the ‘Number Of Relegation Places’ to 12 if you want to add tier 8, or 0 if you do not.

    7. On the sidebar, click ‘Playoffs’.

    8. Click ‘Promotion Playoff’.

    9. Change ‘Number Of Teams In Playoff’ to 12. (4 from each subdivision=12)

    10. Change ‘Number Of Teams Promoted From Playoff’ to 3 (1 from each subdivision=3)

    11. In the sidebar, click ‘Fixture Rules’ and change ‘Substitution Rules’ to ‘3 from 5’.

If you choose to only add tier 7, you’re done! I would recommend setting up tier 8 though, even if you only play in tier 7 because that way there will still be promotion from/relegation to tier 8, even if you then set it as inactive (which is what I did on my career save).

Tier 8 – Regional First Divisions

To add tier 8 we have to add the parent division and its six child competitions. For the purposes of this guide tier 8 will be as low as I’ll go, but to add tier 9 the process is the same as this.

    1. From the sidebar, click ‘Divisions’. In the bottom right, click ‘Add’.

    2. Choose ‘Set Type’ as ‘Contains Sub-Divisions’, then click ‘Next – Set Competition’.

    3. Choose ‘Regional First Divs’, then click ‘Next – Select Sub-Divisions’.

    4. Select these divisions, then click ‘Next – Settings’.

    5. Change ‘Number of Promotion Places’ to 6 (six subdivisions, one automatic promotion place each=6)

    6. Change ‘Number Of Relegation Places’ to 0 (Unless you’re adding Tier 9, then change it to the correct number – you’ll have to research that for yourself though)

    7. Click ‘Finish’.

    8. Double click ‘English Regional First Divisions’.

    9. From the sidebar, choose ‘Playoffs’.

    10. Click ‘Promotion Playoff’.

    11. Change ‘Number Of Teams In Playoff’ to 24. (four from each subdivision, 6 subdivisions=24)

    12. Change ‘Number Of Teams Promoted From Playoff’ to 6 (one from each subdivision, 6 subdivisions=6)

If you want to make tier 8 unplayable, but still be able to have relegation to/AI team promotion from it, select ‘English Regional First Divisions’ From the sidebar, and change ‘Type’ form ‘League’ to ‘Inactive Division’.

And you’re almost done! From the Top, click ‘Rules’ > ‘Test Rules’. If you followed my guide correctly, the popup will say all rules are valid. If not, check the error, and trace it back through the guide to find out where you went wrong.

NOTE: Due to a bug in the editor, you will get a popup when creating the game or loading a savegame which will say ‘Warning: Cannot find setup_discipline_rules function for rule group‘. To fix it, change to advanced rules (‘Rules’ tab on top bar), then go to discipline rules (in the sidebar under (Nation Name – in this instance England)) and delete all rules after Rule 2. Then test ALL rules. This will fix the error and will allow the game to perform properly.

There you have it! Good luck in your lower league adventures!

Sorry if I’ve missed something here, but how does doing this on fm15 make it work for FM20? Also, The tier 7 in Fm15 has the 3 sub divisions as u mention, but FM20 has 4 sub divisions due the the recent real life changes. How do we get aro7 d that?

    Me too!

I'm happy with the game so far although I've only amassed 2-3 hours and 45 mins of that was frustratingly trying to add tier 7 leagues below conference north/south. It was only meant to be a case of making the league level active and setting the number of promotions and playoff places only to find I then couldnt change how many teams get relegated from conference north/south..  its greyed out and i have never had to mess with advanced edits etc. This is hampering me starting a save....

That is the exact same issue I’m finding. On previous editors, u are able to amend the relegated teams from the divisions above which I’m also struggling with

  5. Hi all,

been playing fmt for for a couple of years, so I’m a bit out of touch with the full desktop version. Just bought the game and downloaded it via steam, went to download the editor which use to be free a few years ago, to see its saying £3.99 for the in game editor now. Is this is what it had changed to or am I missing something whereby you can still download the fm database for free?

Got it today graphics you have to change to the actual card as its for some reason on default to the intel one, but it still only showed 1 star but high graphics works an dream for me so far, tell me the leagues you have and I’ll take an screenshot so you know the processing speeds

Yeah, I am tempted to also buy this one, just wasn’t sure if the processor and graphics cards was as high as some of the other gaming laptops at similar prices. I guess there must be some advantage to why this was a £950 laptop?

This forum has been so useful for me - thanks so much to everyone contributing.

I'm thinking of getting the HP Pavilion - https://www.currys.co.uk/gbuk/computing/laptops/laptops/hp-pavilion-14-ce3501sa-14-laptop-intel-core-i5-512-gb-ssd-silver-10198859-pdt.html - although I notice that I can get it with i7 for £150 more - https://www.currys.co.uk/gbuk/computing/laptops/laptops/hp-pavilion-14-ce3520sa-14-laptop-intel-core-i7-512-gb-ssd-silver-10198863-pdt.html. Is there much value in spending the extra? I normally run about five / six countries with a medium database (although I cut down on playable leagues) & I feel as if my budget is about £600. I could push to £650 if the i7 was truly worth it, although I don't find myself playing much other than FM, but wouldn't mind spending the extra if it 'future proofed' my laptop a bit - I might broaden my horizons as well if I could had a better laptop compared to what I have now. I'm painfully ignorant with all this - been running on an Acer Aspire e5-571 I've had for five years so I'm looking forward to not spending a month to finish a season!

If there's anything else better around my price point then I'm happy to be pointed in the right direction, although I can only use Currys due to work discount & vouchers.

    Thanks very much in advance.

    Hi mate,

I’ve also been looking at both these laptops. They are both decent laptops, especially for the price, however they are both lacking a decent graphics card to run FM well in my view. The i7 has a better graphics card, but still lacking compared to gaming laptops.

for pure value within £600 these are decent gaming laptops with a decent graphics card

However, I am in the same boat as u, I will only play FM and I’m just not a big fan of these ugly bulky gaming laptops. So I also would be interest in others thoughts whether the two laptops you posted would run FM at a decent speed or is it just a case of going for more a gaming laptop?

@Smurf said it was Good to me, processor wise! If that helps

Are you referring to the processor of the HP laptop link As below that @Smurf said was decent?

or if anyone can advice if this laptop would run FM well? Looking at no more than 5/6 leagues, mainly just looking to run FM fairly quick and not just at a snails pace?

I used the above links to compare. They are posted on the first page. It says the higher ranked are better. The Acer Nitro has higher ranked Processor and Graphics cards. If im reading the details correctly, and that you can change the ram from 8 to 32 is brilliant. Like i said, im no expert. But that acer nitro looks decent to me. Hopefully someone a bit more clued up can give you info. I might even get that acer myself

If it wasn’t Black Friday round the corner, I think I would be going for that new to right now . Don’t get me wrong, I’m not expecting a gaming laptop to go in for less than £499, but there is a chance of a slightly better spec that could go in for a similar price. Only caveat, it mean I have to wait 2 more weeks to play FM20

I think the Acer Nitro 5 is a decent choice. Thats just my opinion, but im no expert

I think the Acer Nitro 5 is good value. It’s very heavy which puts me off slightly.

i do like a lot of the spec of this one, just not sure whether it will run FM20 well?

Playing as Man U right now.  I'm getting quite a few loan offers for some of my U23 players that have pretty good potential.  But because of my outstanding facilities wouldn't it be better to keep these players at my club and have them grow here?  This really confuses me.

At what point do you guys loan out your players?  What is the reason for doing so?

Good question! This is an area I have explored in all types of scenarios. I am confident in saying the best option if you are a prem team like Man Utd, would be to only loan out a youth with good potential to a championship side with first team status. If you start loaning players out to league one or league two, they are not only receiving poorer training, they won’t be playing in a higher competitive enough league in order to reach their potential. Also always remember to only accept first team or key player status. The only time I would accept rotation is if it was from another prem side with top facilities and rotation is more than you can offer the player.

it also helps if you can get them at a club that is likely to finish higher up in the league so that they experience rich form. I.e. don’t loan out a striker to a team expected to finish bottom as it likely they won’t score much and therefore develop slower.

    hope this helps?

    thanks very much

The graphic cards on these laptops are too poor to run FM well. They will do the job, but you will have to adjust you expectations on game speed. To run FM well, you need to be looking at at least £600 plus on a gaming laptop.

For around £600 you’d get something around an 8GB RAM, GTX 1050 graphics card and an 8th or 9th gen intel processor

If you'd be able to push the budget to £630, you could get this beauty, which would fairly easily handle 3D and more than just a few leagues if you wanted a bigger save - https://www.argos.co.uk/product/1690000

Otherwise, if £600 is a hard border, these might suit: https://www.argos.co.uk/product/9174243

The first one is a fairly decent step up for only £30 extra though.

I couldn’t agree more. I have spend every evening of the last month researching the market and £600+ is what is needed to get a gaming laptop to run FM well.

The first link to Argos is the best I had also found on the market, I’m just holding out until Black Friday to see if it goes in.

A tech man once told me, buy cheap and buy twice and it’s so true. Either spend £600+ or not at all in my view.
