Unable to progress the game - cannot submit squad

okay, it solves the problem for the moment, but I still hope you can prevent the same problem to occur in the future -
I am unable to progress the game as when it is the deadline to submit the squad my team doesn't meet the minimum requirements, so how the solution? the minimum of players are 18 while I only have 17, but to sign 1 more player I need to offer contract to 1 player out there and wait for him to accept and sign the contract. How to solve this?
