does anyone know how I could put the picture to the manager in fm 21, at fm 20 and fm 19 it was possible

[cities pictures in fm 20]

 

I installed cities pictures pack in fm 19 and fm 20,and in fm19 are seen,but in fm 20 some pictures i can't see them,i see all cities pictures from first league from romania but from league two i see some cities pictures not all.....why?can anyone help me? (I mention that in fm 19 I see all cities picture from both league)
