I'm not sure that hosting the most derided World Cup of all time is actually going to enhance Qatar's prestige
But if they didn't give a **** about minor details like the time of year they'd promised to host it, they're not going to care too much about promises to sponsors.

There's a lot of randomness to Youth Intakes, a lot of margin for error in star ratings, and a lot of players with 160 potential will never get near it. So I'm not sure you can judge the whole system from three intakes with one of the best academies in the game.
(And I say that as someone who ran a test save with Man Utd with an editor opened and got a 200PA player, two 160+PA players and half a dozen 140PA+ players in his first intake!)
As for the current academy, Garnacho and probably Mainoo are the superstar potentials since Greenwood. Of course, there's absolutely no guarantee either of them will get regular football in the top division, but potential doesn't have to be fulfilled to be potential.

tbh, this is one of the best FMs for that. Even very high lines aren't that risky if you have quick defenders and control the middle of the pitch, and good defences set a bit lower do a decent job even against quick AFs

I'll point out that overperforming xG isn't all that anyway.
See, I've got Eddie Nketiah obscenely overperforming his xG at the moment. He's quick and has the right PPMs to run in behind, he's a decent enough finisher to put away his one on ones at an above-average rate, and *he never gets on the end of crosses for half chances, or tries to create a goal out of nothing*. Which means if the opposition are good at marking him, he doesn't underperform his xG, he just doesn't take any shots. Generally I'd rather have strikers that have a lot of chances and miss a few to strikers that are extremely clinical but let an entire half go by without doing much. You get goals from rebounds too...

It's pretty normal for underdog teams to have a harder second half of the season when teams stop treating them like they're easy to beat and adopt tactics that retain possession more and protect against the counter attack better.
Your formation looks particularly likely for that to happen since it's well set up for catching opponents out (three players against two on the break) but not particularly great for breaking down an organised defence because there's only three players likely to threaten the penalty area (and your forwards are probably not better than their defenders)

A tactic in which Ronaldo scores at more than a goal a game. It's very easy for Ronaldo not to score more than a goal a game in the ME, the AI invariably manages it!

He is set up at a level where he struggles to get regular starts at United but still has a bit of quality about him (most obvious criticism of his behaviour in game it's that he's far too happy accepting squad player status). In game he'll win lots of headers, run through on goal but get caught by defenders because he's no quicker than the average Premier League defender and can't dribble any more, do very little in the way of linkup play and just occasionally be really good in front of goal, and of course his physical stats will deteriorate over the course of the season.
But yeah, if you insist on managing him and building a tactic perfectly to his liking, he'll definitely perform better than a real life season where he's spent large parts of it unfit and sulking. I'm getting more than a goal a game out of Eddie Nketiah too, doesn't mean he's actually been rated at Haaland level

Shock horror! Human managers playing overpowered attacking tactics result in players scoring more goals than the AI. I'm getting that kind of goalscoring rate from Eddie Nketiah at the moment...

On the flip side, I think that Senegal side had much better players than Saudi, and whilst Saudi have qualified a lot by dint of the easiest qualification route they've usually been the worst side in the competition. Argentina were South American champions on a 36 game unbeaten run too, so it's not like they were far behind that France side.
