Changes to PGE for FM23 (Part 3)
These are new squad rules added to the PGE for FM23.
Match Squad
2 new match squad rules have the ability to restrict the number of over 25 players and goalkeepers in the match squad.
10 new match rules allow for under age homegrown players to be eligible for a match squad for being trained in the same club or nation for only 1 year between 15 and 21.
3 miscellaneous match squad rules were added in the FM23 PGE.
Playing 11
1 new underage playing 11 squad rule relating to Mexican homegrown under 24 players was added.
A new category of playing 11 squad rule was added into the FM23 PGE.
Overall Squad
1 new rule restricting the amount of over 25 goalkeepers in an overall squad was added.
The 10 match squad rules from earlier relating to homegrown players with 1 year at either their club or nation were also added as overall squad rules.
1 new foreign overall squad rule was also added.
2 miscellaneous overall squad rules were added as well.

Changes to PGE for FM23 (Part 2)
New checkboxes under general league stage.
2 new 'get team' types.
Competitions can now have restrictions according to the condition of the stadium as well as the used capacity of the stadium.
New exception in qualification rules relating to teams from a different continental nation.
New checkboxes relating to indexes and home match in fixture plan rules.
Custom fixtures plans in the FM23 PGE can now support 36 teams as opposed to 34 in the FM22 PGE.
The highest position of opposing teams can now be specified when determining extra league games.
New checkbox relating to ranking level info.
Cup draw environments can now be selected in cup competitions (this perhaps relates to the overhaul in the cup draws).

Changes to PGE for FM23 (Part 1)
9 substitution rules were added to FM23 (in red)
'The "All Sub Allowed" substitution rule from previous editors was removed in the FM23 PGE.
It is now possible to set the amount of fallback teams in the first season as well as their reserve team.
In the FM23 PGE, squad registration rules are now able to be applied to individual teams.
Match squad selection rules can now be changed in future seasons (+ custom substitution rules?)
New auto squad registration option regarding squad numbers.
New transfer window option for homegrown player loans.
It is now possible to prevent staff from managing more than two teams in the same year.
When using the 'Maximum Players Rule' in 'Loan Rules', the rules are now divided between incoming loan rules and outgoing loan rules.
Loan rules can now be restricted according to the city of the club.
New decision types for work permits according to the English and Scottish appeals process for work permits.
You can now set the cost of making an work permit application/appeal within a country.
Drafts have changed somewhat in the FM23 PGE:
- The minimum and maximum ages of prospective players can now be set.
- More than one competition can be used to select draft participants.
- A generic draft type can now be selected in the draft allocation type (perhaps they are able to work with any division outside of MLS and CPL?).

Additional Spots Part 2
Loan Rules
Two new rules under the 'Division Rule' category which:
-Allow emergency goalkeepers to be signed on loan in the event that only one senior goalkeeper is available within a club.
-Not certain what the second option entails.
For the 'Maximum Players Rule' category, there are 5 additional rules in FM22.
Loan Expiry Dates can now be set for domestic based goalkeepers.
National Service
There are some additions to the 'National Service' section of the editor in FM22.
Loan Duration can now be set to either 'End of Season' or '22 Months' (Used in South Korea).
You can now basically set the year in which 'National Service' commences in a nation as well as the year in which 'National Service' ceases to occur. Furthermore, you can now specify if the club used for National Service is a 'National Training Club' and the player type used for national service.
Nation Rules
You can now set the date in which clubs prepare for pre season.
It appears that significant changes were made to how invalid fixtures operate. The types of invalid fixtures were doubled compared to FM21.
Most importantly, a new section for invalid fixtures were added in FM22, whereby you can set a nation to have no games anywhere between 0-100 days before/after many various religious holidays, some general holidays, international breaks, or the final of the Champions League.

Miscellaneous
A new column was created in 'Agreement Change' relating to work permit rules, but I do not know much more than that.
You can select whether the new deadline day experience applies within a nation.
Teams can now be forced to change their professional status anywhere between 1 to 8 years after a team is relegated from a division.
You can set a league to have a minimum capacity for a club's B team.
New 'Spare Dates' section for fixture rules.
In leagues with unbalanced home and away games, you can now select exactly which teams will be given the additional home game.
In FM22's editor, you no longer set the discipline and fixture rule indices under the general tab like in previous editors. They are now located as per the below screenshots:
Finally, the FM22 Editor allows for you to customise the zoom level instead of having only 85/95/100% like in the previous editor.

Additional Spots Part 1
Fixture Rules:
-It is now possible to specify whether domestic or foreign trialists are allowed to play in fixtures.
-The last checkbox is also new but I don't personally understand what it does.
Squad selection eligibility is now divided into the old format from past editors as well as the new format for the FM22 editor (with new options as set out below):
New options on second screenshot in full are 'A player is ineligible for Under-23 team if played 5 games for the first team' and 'A player is ineligible for Under-23 team if played 50 games for the first team'.
'Players Cup-Tied' and 'Temporary Restrictions' retain the same options as the old squad selection eligibility format.
You now have the option for squad numbers:
-To be able to be carried over from the first team into the reserve team.
-To be optional.
Discipline Rules
A new checkbox allows for red cards from other competitions to be transferred to the league at the end of said competition.
Reserve Rules
New checkbox relating to U18 Team Type.
Transfer Rules
A new checkbox allows for countries to implement the Chinese 'First Contract Priority' rule but I certainly don't know what this rule actually means.
Another checkbox can now prohibit clubs within a country from setting minimum release clauses for their players.
A couple of new categories for players to be set a maximum wage.
You can now set a minimum part-time wage for players within a country.
You can now apply minimum wages to registered squad players as well as set any minimum wage to a specific local region (for example, you can set the minimum wage of players playing in 'London' at £5k p/w, while for players in 'Yorkshire', it could be set to £500 p/w).
Will see if there is more changes of interest.

Feels kind of moot since the all stars feature is broken, but there are two new options when setting up a custom trial day:
-You can now set the exact division level that trial players come from instead of just having a max division level setting.
-You can also now set the trial day to consist of only players who are set to be released by their clubs instead of players who are already free agents.

There is an option to look at xpts in the data hub. To access it, you need to:
1. Click 'Data Hub'
2. Click 'Team'
3. Click 'Ask For'
4. Click the Drop Down Button next to search bar
5. Hover over 'xG Table', followed by 'this season' and then click 'xG Table' which will then allow you to see xpts (3rd column).Hope this helps.

Unfortunately, I haven't been able to get a custom all star competition working still like last year.
