[Agent asking for improved offer but it won't let me advance]

Hi, I've come across a bug which wont let me continue my progress.

Whenever I click start negotiations it doesn't do anything. It only allows me to withdraw the offer which i don't want to do. It says the player is waiting for a work permit when I go to the transfer hub. Can you offer any help please? I'd love to continue my save.
