I have experienced the same with the extent of injuries. Have done some testing on a PL save. Newcastle have 19 injuries, 2 clubs have 18, same amount have 17. Lowest has 7 injuries.
I saw somewhere about them setting injuries to a certain level against normal and would expect more difficulty due to fixture schedule but lots of injuries happened in pre-season. Definitely needs some tweaking.

Summary: Excessive amount of injuries
Description of Issue:
Has all PL teams active and on injury table you will see the amount of current injuries.
Pretty much every day each team will have 2-4 new injuries reported, either for u23 or main squad. Half are normally 1-3 days but there is normally one for a couple of weeks too each time. The most I saw at 1 point was 25 for Newcastle - albeit half were for a few days.
Steps to Reproduce: I have tweaked training on some clubs but nothing excessive in place, and when lowered this has no effect
