Not sure if this is known but as you can see in the spoiler Mario Cabanillas don't show up after being given the scout job I'm guessing it's because the game doesn't think it's a transfer...

It's because they are a Affiliated team and not a reserve team You need to delegate for them to take care of the first team for them to be able to sign staff for the B/C team
