Would expect that if you subscribe to an item and then start the game, it should download. From other games I have seen that sometimes the game needs a restart. Personally, I have found some files here : C:\Program Files (x86)\Steam\steamapps\workshop\content. Then, I have folders with numbers. And then subfolders with workshop files.
