Playoffs in England

So I'm recreating the England Football Pyramid to include playoffs. The way I have it set up is I'm splitting the pyramid up into 4 tiers. Each tier has 192 teams split into 16 groups with 12 teams each.

What I'm trying to do is have a post season where the best team from each group is put into a 16 team playoff and the winner of the playoff is league champion. The 16 teams who make the playoffs if they're in tiers 2-4 would get promoted to the next tier. The bottom team in each group however except for the bottom tier would get demoted.

The problem I'm running into is the editor seems to let you do playoffs but without promotion and relegation, is there a way to override this?
