I don't get any scouting reports on some of the best players in the world

I have several recruitment focuses set for scouting wonderkids but at the same time I want to know what's going on in the big boys market in case someone with a big name goes unhappy and perhaps becomes transfer listed. As shown in the screen shots below I don't get any reports on most of them. The other screenshot is how I set up my recruitment focus for Premier League, Serie A, Premiera Division, League1 and Bundesliga. 

Last FM I played was FM22 so the whole idea of this is new to me.

Well you are Atalanta. So a scout looking at 3* transfers in the Premier League isn't going to be looking at Man City to see if Haaland might be unhappy, he will be looking at Burnley to see if Lyle Foster might be an interesting Striker option. While Scouts might come along with a lot of unrealistic options at times, they won't go quite as far as suggesting you to have a look at star players from absolute top clubs, as there will be absolutely zero interest from their side.

Not sure if this is true or not but have you cleared out the scouting reports (either acknowledge, discard, keep scouting) at all? There's a limit of 99 reports in there and I don't think you'll move on from a report until you clear those out.
