Issue with number of promotion/relegation teams not matching

Hi! I'm starting to go insane with the issue I can't find the fix for. I have a custom 10 tier USA database (based on: https://steamcommunity.com/sharedfiles/filedetails/?id=2716355389) that I'm adjusting to my liking but when testing this in the editor I'm stuck on message saying:

Wrong number of teams found for stage 0 (19 instead of 20 required)

I have no idea why, I've checked every rule 10 times and can't find the solution for it. I had playoffs previously - 2 automatic promotions + 2 rounds in playoffs with 4 teams and the winner advances to top division, but even when I got rid of them thinking that this was an issue - it's still the same unfortunately.

Would really appreciate some help, it's my first time seriously using the advanced rules!
