Scouting help needed

Fellow managers, good day (or night, from where I am).

I need advise here. I have set my scouting as per pictures scout 1 & 2.

However, as per picture scout 3, the player has not been scouted (new regen created in January, my game time is already in February).

Therefore, am I doing something wrong here? 

Kindly advise and point me to the right direction of scouting.

Not every new player is immediatly scouted.. So not really sure what your problem is.

Will the scout actually scout all newly created regen player? Or how does it work?

The scout will look to find players in the range (age/ability/potential/geographic) you've set. 

They don't have an encyclopedic knowledge, but are searching to find players you could sign.

Good scouts will scout well... bad scouts will scout badly....  they are unlikely to find every single player within your remit
