Scouts not functioning?

I received an error message when saving - I don't remember exactly what it said except that it mentioned something about a scouting zip file. I realised afterwards that although I have about 15 scouts employed, when I go on the scouting screen I cannot assign them, and when I click 'scout player' directly from a player profile, the game tells me I have no scouts available. Any help is appreciated :)
