Can't Hire Player/Coach - Already Enough Coaches

I'm playing a lower league team and found a player/coach. I wanted him primarily because they are a player. The benefit was that they could coach the youth team. Nice win-win. The board allowed me to make the offer to the player as a PT player, then nuked it because I have enough coaches.

Doesn't seem like it should work that way to me. If I am hiring them to play, the fact that they can also coach should be something my board is happy about, not stopping.
