Scouting and loaded leagues

I'd love if anyone could explain how scouting works. Can you scout outside home regions with only one loaded league?. Does having the best scouts in the game give you access to players from every region? 

All these things confuse me. I'm about to start a save in which the scouting network will be key in the recruitment process. 

One more thing, does playing outside Europe limit the number if players that the scouts can find?

The scouts determine the accuracy of results that you get and in some cases additional information might be provided upon the players which might entice or warn you about them (which comes down to a combination of scouting specialisation and their badge rating).

The leagues you have loaded does influence how many players are loaded into the game database and from that perspective will influence such things somewhat, however outside of that it has no effect on scouting.
