Does scouting package/range impact staff visibility?

I noticed that staff I'd previously hired at prior clubs do not show up when I search for staff, which seems bizarre in and of itself. But it got me thinking - what specific factors determine who shows up?

I know about that, but there are staff that don't appear that are willing to sign, and staff that appear with it checked that aren't realistic and ask for 20x your max allotted wage for their role, so it's almost useless.

I guess I assumed that the staff who don't appear but are realistic signings were hidden due to visibility, but maybe the feature is just that broken?

Scouting Packages don't, but I think your club's Scouting Knowledge does.

As for your previously appointed staff not showing up, I don't know. Are you sure they haven't retired/are still in the game?

Nit all staff show up in search, I think it's to do with you and your staffs knowledge of other staff in the world. But I could be wrong as I assumed that is the reason why

Yes, when I manually locate and click them I can offer them contracts. Only one would entertain it, though, despite me now being at a higher ranked club in a higher ranked league and able to pay more. Very strange and inconsistent.
