it increases the frequency of tackles attempted?

The trait is like the TI "Get Stuck In" or the PI "Tackle Harder" which encourages lower percentage tackles. Having a player trait of "Dives Into Tackles" will see the player have a tendency to attempt lower percentage (lower chance of winning the tackle) tackles compared to a player who doesn't have the trait.

In theory, it could mean that more tackles are attempted, but it's not the core of the trait.

Oh OK

So its a negative trait?

Why would you ever train a player to do this?

It's just a trait. Whether it's potentially good or bad depends on how you play and on the type of player.

I don't recall if Paul Scholes had this trait in game, but he's an example in my mind of a player who met the description of being a player who threw himself into tackles, and wasn't all that good at it really. Some players can with the right attributes have this PPM and go in hard, fair, win the ball and intimidate less brave opposition. At the same time, the wrong player with this is a potential red card waiting to happen. This has been reviewed however and it's something we'll keep in mind moving forward.
