Is it possible to promote C teams to playable leagues?

I'm managing Sevilla and my B team (Sevilla Atletico) has been playing in the second tier for a while. I also have a C team which currently plays in fourth tier and I'd like to promote it to the third tier.

I've already tinkered with team reputation, staff, and players, but I still couldn't manage to get it promoted.

I'm wondering if there is something hardcoded that prevents the C team from to be promoted to the third tier.

As far as I'm aware they should be able to to into the 3rd Tier as long as your B team stays in the division above.

I've managed to promote my affiliate team Xerez to the third tier easily by tinkering with the reputation, but no luck with Sevilla C.

Sevilla Atletico and Sevilla C use the same stadium, so maybe that's the reason why I couldn't promote the latter since it may be hard to schedule matches for second and third tier games.
