Players won't Negotiate

Is this an issue or normal? I've had this with a few players, where I don't know what they want or what I can do for them to accept. I've tried adding a few things, but it's made no difference to the few players this has happened with.

He's extremely uninterested in negotiating, so it's basically a case of "offer me the world and I MIGHT consider it". Doesn't help that apparently his agent also somewhat dislikes you.

Try buttering up to him a bit, go watch his matches in person or, as long as no other clubs are interested, wait for his contract to actually expire, that will generally make players much more willing to negotiate.

Or just forget about him and look for players who are at least Interested in joining your club. You can talk to the agent before bidding, though they tightened this up in FM22 so that you don't get as much info unless you show that you're really interested in him.

Yea I'll keep that in mind, that it could just happen with players that have no interest in joining.

I agree that he is not worth chasing and that you should look elsewhere.
