Why isn't my team scoring!!

It's hard to say without knowing exactly what your players look like in terms of attributes and PPMs, but in a vacuum there are a couple of glaring issues with this setup:

1. All three of your forward duties are primarily selfish players that will look to score goals first and create for others as a distant second. IFs may be a support duty, but the role is essentially a striker in all but name.

2. Your midfield is hard-working and hard-tackling, but has exactly zero creativity. None of those three roles are inherently looking to provide creative, progressive passes..

Furthermore, your striker is likely quite disconnected from the rest of the team during build-up, and with "Counter" enabled your team may just be lumping the ball in his general direction. This may work if you're the underdog, but if you're the favoured team they are likely doing so to little avail.

Your right but may I just add that depending on trait, player personality and player attributes of the IF it would not be selfish to the point it would ruin the team. The role itself can be a creative force in the final third that is if the attack worked together. The role changing that op could imply must mean that winger roles were not permanent or consistent.  The rest I agree with.

In this tactic the defending is consistently good but the scoring is inconsistent, I've tried everything from adding more attacking duties to changing roles but nothing has been working.

First I know your 24th but do you have a preference on how you what to play?  Also you if you are defensively solid who unlocks the side to make the transition there are no playmakers or (wide)TM.

The balanced mentality with no change in tempo or passing seems weird since unless you always have space to play the counter there needs to be urgency and some creativity with your passing.

Also why the SK on attack is it necessary to your defence or can't you just use a goalkeeper

1.  It doesn't work if you use wingers instead of IFs

2 It doesn't work if you try to use a CM on attack or AP on support in midfield

3. It doesn't work if you use any other striker role apart from AF, using DLF on support or attack doesn't work.

Here are a few things I'd try.

Firstly, set one of your WBs to attack (your DM-d will look to cover the gaps) and ensure both WBs have Stay Wide as an instruction.  This will help to stretch the opposition defense.  With both wide players looking to come infield, it's all a bit easy for them at the moment.

Rather than a BBM, try CM-a with Shoot More Often instruction.  He'll make some amazing runs into the spaces that open up when the opposition defenders go missing.

Also, turn off Short Kicks for the goalie.  With Play Out of Defence and Distribute to CBs, most of the time, he'll do just that.  However, if he sees an opportunity to exploit any space, he'll look for someone further up field and get some good counter attacks going.
